To keep it realistic as possible all custom vehicles should use their look-alike GTA 5 Models before creating the custom handles for them. So you may ask? If your not using additional mods or add on vehicles how is this possible? All vehicles on the server should be enabled with a texted like UI just above all the vehicles roof, implicating the vehicles "Name" "License Plate" and "VIN" (( VIN's should only be able to be seen by the owner of the car and administrators )) Otherwise it becomes unrealistic for all player's to see it and can cause some "Metagaming" and now you may ask, What is a VIN? A VIN is a Vehicle Unique Identifier and if this system get's implemented it'll be very important due to the huge playerbase it'll be the start of everyone wanting to purchase these custom model vehicle's, which will automatically generate a VIN when a new vehicle is purchased starting from 1, going up into the 4 Digits range within time.
To implement this feature it will not require any addition mods so they'd be no additional lags or fps drops for players playing on low-end PC's. This feature would add realism and make for new factions, more affordable vehicles and more immersion not all having the same vehicle or aiming for the most expensive GTA 5 Model. The ability for players on the server to be able to buy vehicles instead of the default GTA 5 Models.
